The Assembly of the Albanian Delegates of Presheva Valley
GENERAL PRINCIPLES:
§ We are self-conscious that the protection of the minorities is a component part of the protection of the International human rights;
§ We are confident that only with the coordinated political action we can achieve the protection of the Albanian national identity;
§ We are determined that the realization and the collective and the individual rights of the Albanians of Presheva Valley should be done according to the regional and European standards;
§ Reconfirming the support the Referendum of the 1st and 2nd March 1992, and the Political Platform of this Assembly held on the 14 January 2006 as well as the Political Declaration of the 27th of September 2007 and the one of the 25th of January 2009.
ON THE SESSION HELD ON THE 1st AUGUST 2009 IN PRESHEVA, THE ASSEMBLY APPROVED THIS:
POLITICAL DECLARATION
The Assembly expresses the deepest concern of the permanent tensions of the political and security situation in Presheva Valley which comes as a result of:
- the last incidents in the region,
- the spectacular violent arrest of the Albanians,
- aggressive declaration of the state officials and anti-Albanian campaign of pro-state media,
- the lack of the political will of the government of Serbia toward the more serious approach in solving the vital issues of the Albanians on this region based on the program of 2001, The Koncul Agreement and the Agreement of the reorganization of the Coordinating Body (March 2009);
- the existing of unsolved problems in the sphere of politics, economy, education, culture, information, integration, healthcare etc.
So, as a consequence of these unsolved issues it comes to the permanent reduce of the national substance of Albanians in Presheva Valley.
The Assembly:
- opposes strongly any kind of violence which brings the destabilization in Presheva Valley, as well as the spectacular violented actions done by gendarmerie and special forces and the threats for new arrests of former PMBLA members, under the pretext of frightening the civilian population;
- assesses that the last actions of gendarmerie and the special forces, are a permanent attempt to criminalize the Albanians as a collective, permanent political manipulation of existing the “crime” and at the same time to avoid the attention to the international factor for non realizing the obligations taken by the State according to the Agreement for reorganization of the Coordinating Body on March 2009; the Government program of 2001 and Koncul Agreement of 2001 as well;
- assesses the attempting of the state policy which on behalf of the “war against crime” tries to legitimize the presence of huge number of gendarmerie and the special forces in the Valley as well as to camouflage the tendency for the elimination of Ground Safety Zone.
Staying loyal to the principle “that the right and sustainable solution of the Presheva Valley means the full respect of the individual and the collective rights of the Albanians according to the most advanced regional and European standards in the framework of the European integration processes”
THE ASSEMBLY REQUESTS:
- Prevention of the worsening of the political and security situation in Presheva Valley and stopping the actions of Gendarmerie and special police as well as the demilitarization of the region in the framework of peace, the creation of a quiet and stable environment for all the citizens of this region and set up a permanent peaceful mission of UN or NATO;
- The proportional representation of the Albanians in the State structures and in the public institutions, especially in the local and border police;
- Finding the acceptable solution of the University Diploma of Prishtina issued after the 17th of February 2008;
- The release of the arrested Albanians on December 2008 and the proceed of their cases by any International juridical mechanism, since the unlimited politization of this issue and the incrimination of all former PMBLA members in general excludes the credibility of the judicial system in Serbia regarding the objective process of the cases;
- The creation of the conditions for the return of the displaced people and their damage compensations caused to their property during and after the armed conflict;
- Permission of the frequences for TV Presheva and Radio Bujanoc by the Republican Institutions;
- Starting the initiative for the creation of the regional institutions of the Albanians and forming the special region of Presheva Valley, based on the Political Platform of January 2006;
- The initiation of the intermediated talks by Internationals between the Serbian Government and the legitimate institutional and political Albanian representatives of Presheva, Bujanoc and Medvegja in order to fasten the political process restarted on March of this year conform to the advanced regional and European standards.
